PPWR since 12 August 2026: What China importers must check in packaging
The EU Packaging and Packaging Waste Regulation (PPWR) started applying on 12 August 2026. For a China import, that does not mean a supplier can simply print a new symbol on a carton. You need a traceable description of every packaging unit, a reasoned material choice and evidence that can be retrieved across the supply chain.
What changed in practice
The PPWR establishes one EU framework, but individual duties start on different dates. Labelling details are being phased in while recyclability, prevention and reuse requirements tighten step by step. Manage the transition with a dated matrix instead of one “PPWR compliant” claim.
Data to request from the factory
Ask for bills of materials for cartons, film, tape, inks and cushioning. Record grammage, polymer type and, where relevant, recycled content for each packaging level. Photos are useful for identification, but they do not prove composition.
The importer owns the data trail
Even when the Chinese factory buys the packaging, you still need to consolidate the information for EU responsibilities. Store one approved packaging specification per SKU and link it to the order, inspection report and EPR filing.
Practical checklist
- Break packaging into primary, secondary and transport levels and weigh each component.
- Obtain a material declaration and a written change-notification obligation from the supplier.
- Photograph an approved reference sample before mass production and attach the specification to the purchase order.

Decision frame for your import
The Regulation started applying on 12 August 2026, but its detailed duties do not all start on the same day. A dated transition matrix is therefore safer than a blanket “PPWR compliant” statement. Separate packaging placed on the market with the product from transport-only packaging, and assign every layer to an SKU, a manufacturing site and a data owner.
Data and document pack per item
Create a versioned packaging bill of materials (BOM). For primary, secondary and transport packaging it should record material type, grammage or wall thickness, unit weight, dimensions, print and coating details, and the packaging supplier. Add photos of the approved sample, material declarations and change approval. A carton test report with no SKU, batch or packaging-level reference is only a partial record.

- Before mass production, review the sample, BOM and declaration together and freeze the approved version in the order.
- At pre-shipment inspection, record weight, dimensions, material marks and comparison with the reference sample.
- At receipt, compare the actual packaging with the approval and close deviations in a change record.
- Track every transition date as a review task; a later labelling or recycled-content start date must not be missed.
A worked decision example
A supplier replaces a plastic inner film with coated paper and reports only “recyclable”. The review records both variants separately in the BOM. The paper option is assessed for its material combination, adhesive and real disposal route; the existing reference sample remains binding until approval. This keeps a marketing claim separate from a technical compliance decision.

- Recording only the shipping carton and ignoring primary packaging — weigh each sales unit.
- Accepting a declaration with no version — link the document, sample and order.
- Reducing all PPWR dates to one date — record duty, source and start date line by line.

Release criteria for the file
A release is defensible only when four questions can be answered from the same record: What exactly was checked? Which SKU, batch, route or period does the statement cover? Which primary source or supplier document supports it? Who assessed the deviation and when is it reviewed again? Put those answers in the inspection report instead of marking a line only “passed”. Link the file to the order, sample and receipt. If evidence is missing, give the line an “open” status with an owner and due date. This keeps later corrections traceable and lets procurement distinguish evidence from assumptions.
Follow-up and recheck
Approval is not the end of the check. Set a trigger for the next review: a new batch, material or process change, an authority notice, a price or lead-time deviation, or the scheduled review date. A short monthly reconciliation of orders, supplier data and received goods catches drift earlier than an annual catch-up. When a deviation appears, hold the affected batch, obtain a written supplier response and reopen approval only after a documented corrective record.
